The main step in Gabriel phthalimide synthesis is ‘X’ on alkaline hydrolysis gives R-NH2In step I instead of R - X if we take C6H5-X  we  get  C6H5NH2. But this is not possible;C6H5-X cannot be attacked by the nucleophile because C6H5-X stabilizes through resonance, C-X acquires double bond character;It is non reactive towards nucleophilic substitution;
