Which effect is always reversible and needs conjugation?

Option (1): Inductive effect is permanent effect due to polarization of electron density, so it is not reversible process. Example C-F bond, the electron density is towards Fluorine. Resonance is a reversable effect and conjugation is the primary condition for it.
