${ICl}_{3}^{\oplus}$ is not formed since only 2e 's can be excited from $I^{\oplus}$ by Cl atom.
(2) NCl₅ does not exist, due to non-vacant d-orbitals.
(3) OF₄:

OF₄ does not exist since only 2e^- s can be excited from O-atom by F-atom.
