Equations of the given circles can be written as C1: (x  1)2 + (y 3)2 = 1 having centre at (1, 3) and radius 1 and C2: (x + 3)2 + (y 1)2 = 9 having centre at (3, 1) and radius 3.

Both the circles clearly touch x = 0 and y = 4
 

Now        3×1+4×31032+42=1

and         3(3)+4(1)1032+42=3


Shows that both the circles touch 3x + 4y = 10 also.
