Solution

Substituting $x = X + 1, y = Y - 2$ in the equation

$\begin{array}{l} 2 (X + 1)^{2} + (Y - 2)^{2} - 4 (X + 1) + 4 (Y - 2) = 0 \\ \Rightarrow 2 X^{2} + Y^{2} - 6 = 0 \Rightarrow 2 X^{2} + Y^{2} = 6 \end{array}$
