The equation of the plane containing two parallel lines  xx1a1=yy1b1=zz1c1and  xx2a1=yy2b1=zz2c1is xx1yy1zz1x2-x1y2y1z2z1a1b1c1=0

The given two lines are parallel, because their direction ratios are proportional with2,1,3

Hence, the equation of the plane containing the both lines is x1y+1z1312+111213=0

Simplifying 

 x19y+16+z126=09x96y68z+8=09x6y8z7=09x6y8z=7      

Compare this equation with  ax+by+cz=d

Hence,b+c+d=68+7=7
