$\frac{T_{2}}{T_{1}} = \sqrt{\frac{g}{g - a}} = \sqrt{\frac{g}{g - \frac{qE}{m}}} = \sqrt{\frac{10}{6 .4}} = \frac{10}{8} = 1 .25 effective g value is g - a$
