Solution

Maxwell pointed out the ambiguity of the circuital rule of Ampere, as that rule referred to an electrical circuit with a capacitor, it tended to be wrong or incomplete. Since, no current was presumed in the gap between the capacitor plates.
Maxwell said that there is also a current flow in the gap between the plates of the capacitor known as displacement current which is due to a time varying electrical field between the plate.
