The two gates shown are NAND gates.
The output of gate 1, $Y_{1} = \bar{A . B}$
The output of gate 2, $Y = \bar{Y_{1} . Y_{1}}$
or $Y = \bar{\bar{A . B} . \bar{A . B}} = \bar{\bar{A . B}} = A . B$
Thus, the combination behaves as an AND gate.
