Solution

See the figure. For tilting about A the clockwise torque (due to F) should be greater than the anticlockwise torque of mg about A.
$m g \times \frac{a}{2} \leq \frac{F 3 a}{4} \Rightarrow F \geq \frac{2 m g}{3} \Rightarrow F_{m i n} = \frac{2 m g}{3}$
