Solution

Let H = Actual height of bird above the surface of water and
h = Actual depth of fish below the surface of water.
$∴ h + μH = x . .... (1) and H + \frac{h}{μ} = y . .... (2)$
$∴ x = μy \Rightarrow μ = \frac{x}{y}$
