Solution

Here, angular momentum is conserved. According to it, $I_{1} w_{1} = I_{2} w_{2}$
$M R_{1}^{2} ω_{1} = M R_{1}^{2} ω_{2}$ , $R_{1} v_{1} = R_{2} v_{2}$
At point $P_{4}$ , the value of R is minimum and hence the velocity is maximum or KE is maximum
