The given equation is
$E_{X} = 38.8 \sin (1.2 \times 10^{7} z - 3.6 \times 10^{15} t) \frac{v}{m}$
Is compared with general equation
$E_{x} = E_{o} \sin (k z - w t)$ then
$E_{o} = 38.8 V / m$
Hence,
$I_{a v e} = \frac{1}{2} \times 8.85 \times 10^{- 12} \times {(38.8)}^{2} \times 3 \times 10^{8}$
$I_{a v e} = 2 W / m^{2}$
