If B0 and E0and the particle is projected making some angle with B or E or both E and B, then due to the action of magnetic force speed of the particle does not change but due to the action of electric force speed i.e. kinetic energy of the particle changes and it suffers deviation also. 

But if E = 0 and the particle is projected making an angle with B, then it suffers deviation but its kinetic energy remains unchanged.

Hence option (2) is correct.
