Solution

For a point charge, $V = \frac{1}{4 π \in_{o}} . \frac{Q}{r}$
and $E = \frac{1}{4 π \in_{o}} . \frac{Q}{r^{2}}$
$∴ |\vec{E}| = \frac{|V|}{r} = \frac{2}{0.1} V / m = 20 V / m$
Since the potential is negative, the charge must be negative and hence the field is directed towards the charge.
