$E = \frac{1}{4 π \in_{0}} \frac{Q}{R^{2}} \Rightarrow \frac{Q}{4 π \in_{0} R} = E R$
Now, $V = \frac{1}{4 π \in_{0}} \frac{Q}{2 R} = \frac{1}{2} (\frac{Q}{4 π \in_{0} R}) = \frac{1}{2} E R = \frac{1}{2} \times 10 \times 0.1 V = 0.5 V$
