Here, $M_{eff} g = M (g - a)$
or $\frac{g}{g - a} = \frac{M}{M_{eff}} \Rightarrow \frac{g}{g - a} = \frac{60}{54}$
$\Rightarrow \frac{g}{g - a} = \frac{10}{9} \Rightarrow 9 g = 10 g - 10 a$
$\Rightarrow - g = - 10 a \Rightarrow g = 10 a$
$\Rightarrow a = \frac{g}{10} \Rightarrow a = \frac{9.8}{10} = 0.98 {ms}^{- 2}$
