$\begin{array}{l} We use e V_{S} = \frac{h c}{λ} - ϕ = \frac{1240 (nm) eV}{400 (nm)} - 1.9 eV \\ \Rightarrow e V_{S} = 1.2 eV \Rightarrow V_{S} = 1.2 V \end{array}$
Thus the cesium ball can be charged to a maximum potential of 1.2 V.
