$W_{1} = m (g + \frac{g}{3}) in the first case W_{2} = m (g - \frac{g}{2}) in the second case \frac{W_{1}}{W_{2}} = \frac{\frac{4 mg}{3}}{\frac{mg}{2}} = \frac{8}{3}$
