$E_{n} = - \frac{13.6}{n^{2}} \Rightarrow n^{2} = - \frac{13.6}{- 0.54} or n^{2} = 25.2 or n = 5 (nearly) As v \propto 1 / n, so v_{n} = \frac{v}{5}$
