Solution

$t = \sqrt{x} + 3 \Rightarrow x = {(t - 3)}^{2} \Rightarrow v = \frac{dx}{dt} = 2 (t - 3)$ which is zero at
t=3
So at t = 3,x = (3 -3)² = 0.
