$We know that P \propto I L_{1} = 10 \log_{10} (I_{1} / I_{0}) and L_{2} = 10 \log_{10} (I_{2} / I_{0}) so L_{2} - L_{1} = 10 \log_{10} (I_{2} / I_{0}) - 10 \log_{10} (I_{1} / I_{0}) = 10 \log_{10} (I_{2} / I_{1}) = 10 \log_{10} (P_{2} / P_{1}) = 10 \log_{10} (400 / 20) = 10 \log_{10} (20) = 10 \log_{10} (2 \times 10) = 10 [0 \cdot 301 + 1] = 13 dB$
