$\frac{2 M m g}{M + m} = T$
$\Rightarrow \frac{2 M \times 2 \times 10}{M + 2} = 30 \Rightarrow M = 6 k g \Rightarrow \frac{M}{m} = \frac{6}{2} = 3$
