$\begin{array}{rcl} \vec{r_{A / B}} & = & \vec{r_{A}} - \overset{⇀}{r_{B}} = (3 \hat{i} - 2 \hat{j}) m \\ ∴ V_{A} - V_{B} & = & - \vec{E} . \vec{r_{A / B}} = - (2 \hat{i} + 3 \hat{j}) . (3 \hat{i} - 2 \hat{j}) volt \\ = & 6 - 6 = 0 \end{array}$
