Mass of first piece = m / 4

Applying the law of conservation of momentum
$mv = m_{1} v_{1} + m_{2} v_{2} mV = (\frac{m}{4}) 0 + \frac{3 m}{4} V_{2} V_{2} = (4 v / 3)$
