Let each resistance be r. Then,
$R_{PQ} = \frac{5 r}{11}, R_{QR} = \frac{4 r}{11} and R_{PR} = \frac{3 r}{11}$
Therefore, the net resistance will be maximum between P and Q. It is important to mention that when the resistances are connected in parallel, the equivalent is less than the minimum resistance
