at terminal velocity viscous force upward = apparent weight down ward Fv=Apparent wt =Wif it is pulled with double the effective  weight  then upward force is  2w , downward force is w    and viscous force will be downward direction w so that net force will be zero hence for same viscous force velocity will be also same but upward
