$n^{'} = n (\frac{v}{v - v_{S}}) \Rightarrow \frac{n'}{n} = \frac{v}{v - v_{S}} \Rightarrow \frac{v}{v - v_{S}} = 3 \Rightarrow v_{s} = \frac{2 v}{3}$
