Solution

Let charge and radius of bigger drop be Q and R
Then $V = \frac{kQ}{R} = \frac{k (27 q)}{R}$
where $R = {(27)}^{1 / 3} r = 3 r$
So, $V = \frac{27 kq}{3 r} = \frac{9 kq}{r} = 9 V_{0}$
