In the region I and lll net electric field= $E = \frac{σ}{2 ε_{0}} - \frac{σ}{2 ε_{0}} = 0$
In the region II net electric field is
$E_{II} = \frac{σ}{2 ε_{o}} + \frac{σ}{2 ε_{o}} = \frac{σ}{ε_{o}}$ and is uniform.
