Solution

When engine approaches towards observer $n' = n (\frac{v}{v - v_{s}})$
when engine going away from observer $n^{''} = (\frac{v}{v + v_{S}}) n$
$∴ \frac{n'}{n''} = \frac{v + v_{s}}{v - v_{s}} \Rightarrow \frac{5}{3} = \frac{340 + v_{s}}{340 - v_{s}} \Rightarrow v_{s} = 85 m / s$
