The third session of the Conference of the Parties (COP 3) took place in December 1997 in Kyoto, Japan. After intensive negotiations, it adopted the Kyoto Protocol, which operationalizes the United Nations Framework Convention on Climate Change by committing industrialised countries and economies in transition to limit and reduce greenhouse gases (GHG) emissions in accordance with agreed individual targets.
