Solution:
The Justice Party did not boycott the council elections held in the year 1921.The Non-Cooperation Khilafat movement began in January 1921. The main reason for boycotting foreign goods during the Non-Cooperation movement was that they were perceived as a symbol of Western economic and cultural dominance. Many children, teachers, and lawyers joined the cause. Everyone came out in support of the agitation and spoke out against the British Raj. Except for Madras, the council elections were boycotted. In Madras, the Justice Party, the non-Brahman party, believed that this was their only chance to gain power, which only Brahmans had. As a result, the council elections in Madras, where the Justice Party was in power, were not boycotted.
