Chlorine is placed below iodine in electrochemical series, so Cl₂ undergoes reduction and I^- undergoes oxidation.

$2 I^{-} \to I_{2} + 2 e^{-} {Cl}_{2} + 2 e^{-} \to 2 {Cl}^{-} {Cl}_{2} + 2 I^{-} \to I_{2} + 2 {Cl}^{-}$

So, iodine absorbed in reaction which changes the starch color changes to blue.
