- The board office was moved to Bhiwani in 1981.

- To reach more students, Haryana Open School was founded in 1994.
- The semester system was introduced by HBSE in the 2006–2007 school year. In India, it was the first board to take this action.

HBSE Headquarters

HBSE Affiliation

HBSE Chairman
The current chairman of the Board of School Education, Haryana (BSEH) is Dr. Pawan Kumar. He is in charge of the board’s operations, exams, and educational programs in his capacity as chairman. His direction guarantees that HBSE carries out its mandate to administer public examinations, establish teacher eligibility exams, and support open education in Haryana.
HBSE Examination
The Haryana Board conducts annual examinations for Class 8th, 10th, and 12th in March. Earlier, the board held exams twice a year, with the first semester in September and the second semester in March. The results of these exams are usually declared in May.
HBSE also conducts a two-year Diploma in Education (D.Ed.) course every year. In addition to these, the board conducts the Haryana Teacher Eligibility Test (HTET) from time to time for teacher eligibility.

HBSE Parent Organisation
The Department of School Education, Haryana, is a part of the Government of Haryana. It manages school education across the state. This department hires and employs teachers for government schools. It also operates the Haryana Board of School Education (HBSE), which conducts school-leaving examinations.
Following Haryana’s separation from Punjab, the department was established in 1966. 55.3% of Haryana’s rural children attended private schools in 2018, according to the 2018 Annual Survey of Education Report (ASER), which was published in January 2019.
This was slightly lower than the 55.8% rate from 2016. According to the report, 2.3% of girls aged 11–14 and 6.8% of girls aged 15–16 did not attend school in rural areas. Approximately 58% of pupils in Classes 3–5 were able to read texts at the Class 2-level. About 84% of schools had playgrounds within the school grounds, and playgrounds were accessible in over 90% of schools.
There were 15,998 government primary schools in Haryana. 6,821 of these were upper primary schools, and 9,177 were primary schools. The number of upper primary schools increased by 13.6%.

HBSE Administration
The Board of School Education, Haryana (HBSE) is headed by a Chairman appointed by the State Government. A Vice-Chairman, also appointed by the Government, assists him.
The Secretary is the Principal Executive Officer and is responsible for executing the Board’s duties. The Secretary is also appointed by the State Government.
The Board includes Ex-Officio Members such as officials from departments like Higher Education, Technical Education, Health Services, Industrial Training, Agriculture, Finance, School Education, Elementary Education, and others.
Additionally, there are Nominated Members. These consist of one female member of the legislature, two female heads of recognized high or senior secondary schools, one female head of a teacher training college, one female professor or dean from a Haryana university, two female distinguished educationists from Haryana, and one member of the managing committees.
HBSE Computer Branch
The Computer Branch of HBSE handles all tasks related to computers. This includes preparing examination results. HBSE was the first board to provide scanned photographs of candidates on roll numbers, hall tickets, signature charts, checklists, and certificates. This helps to stop impersonation and other malpractices.
HBSE Conduct Branch
The Conduct Branch of HBSE handles the creation and management of examination centres. Applications for new centres must go through the District Education Officer. Detailed building plans must be submitted.
Priority for centres is given to Government, then Aided, then Permanently Recognized schools. Centres are not created in temporarily recognized or rural private schools. Centres need a minimum of 200 candidates for Secondary & 150 for Senior Secondary exams.
Schools must pay fees for centre creation. Specific facilities must be provided, like boundary walls, furniture, and urinals. HBSE can cancel centres if rules are not followed or in cases of mass copying. Cancelled centres cannot apply again for three years without special permission.
Invigilators are appointed through computer-based random selection. Teachers with the required experience are chosen. In emergencies, substitute invigilators can be appointed.
HBSE provides insurance for exam staff. Compensation is given for accidents during exam duties under certain conditions.
Centre Superintendents are appointed from experienced teachers based on specific eligibility criteria through a random system.
HBSE Legal Cell
HBSE Legal Cell looks after all legal matters of the Board. It handles the receiving and disposal of summons. It manages the process for appointing advocates. It attends cases in the courts. It also ensures the Board follows the court orders and judgments properly.
HBSE Enrolment Branch
The Enrolment Branch of HBSE handles the enrolment of regular students from government, private aided, and unaided schools. It issues enrolment numbers to students from classes 9th to 11th after receiving enrolment forms from schools. Students coming from other states must also fill out these forms. The Board checks eligibility and then provides enrolment numbers.
HBSE Secrecy Department
Answer sheets are evaluated by the HBSE Secrecy Branch. Following the yearly and supplemental exams, it plans the evaluation process. In Haryana, marking centers are established according to the number of applicants. Every center has a controller in charge.
Head Examiners and Sub Examiners are appointed through computer selection. Staff are chosen from schools affiliated with HBSE. Supporting staff like clerks, peons, and chowkidars, are also appointed. The qualifications and experience for examiners and assistants are fixed. Payment rates for all staff are also pre-decided.
HBSE Unfair means Section
The Unfair means Section of HBSE handles all cases of cheating during exams. The Board takes strict steps to stop copying. Still, some students are caught using unfair means. These cases are sent to this section by exam staff and flying squads.
Mass copying cases are also handled here. All cases are decided as per the Board’s rules with government approval.
