A mixed reaction of the local people was formed in the areas conquered by Napoleon to French rule.Napoleon began implementing many of the reforms he had already implemented in France across the vast area under his rule. Locals in the conquered regions had mixed reactions to Napoleon's French control. The French forces were initially welcomed as heralds of liberty in various locations, including Holland and Switzerland, as well as in specific cities, such as Brussels, Mainz, Milan, and Warsaw. But once it became evident that the new administrative procedures did not support political freedom, the initial euphoria quickly gave way to hatred. Moreover, the adverse effects of the organisational changes appeared to exceed the positive ones in the form of increased taxes, censorship, and compulsory conscription into the French troops needed to conquer the rest of Europe.
