Regular elections of local bodies, reservation of seats, and the creation of the Election Commission are the steps taken toward decentralization in India. In 1992, a significant step toward decentralization was accomplished. The Constitution was changed to strengthen and empower the third tier of democracy, making it constitutionally required to hold regular elections for local government organizations. Scheduled Castes, Scheduled Tribes, and Other Backward Classes have seats reserved in elected bodies and executive heads of these institutions. At least one-third of all the seats are reserved for women. Each state has established an independent body known as the State Election Commission to oversee Panchayat and municipal elections.
