    Solution:

India is a Union of states, sometimes referred to as quasi-federal in place of a federal country. The Constitution makes India a federal state in terms of the structure of government but it adorns unitary character in terms of function. A federation has a  well-established dual polity or dual government viz, the federal government and state government. But the unitary feature of the Indian Constitution like the holding of residuary powers by the Centre, fateful subjects like industry and railway being handled only by the Union, the state Governor being appointed by the Indian President only on the advice of the Central government, the power of the Centre to form a new state and to change existing boundaries all make India a quasi-federal state.
