The appropriate reason for the formation of the Swaraj party was because they wanted members of Congress to return to council Politics.Within the Congress, some leaders opposed the campaigns and movements. They thought that opposing British policies within the councils was essential. C.R. Das and Motilal Nehru formed the Swaraj party to argue for a return to council politics. But the young leaders like Jawaharlal Nehru and Subhash Chandra Bose favoured mass agitation to gain full independence.
